actually yes it does change everytimes !

an ISP usually uses DHCP by now, which is a working like this...

1 - a computers logs onto the server
2 - The server acknowledge the connection and give an ip adress tot he connected computer


see, it is not always the same adress all the time since it would be too hard to know which computer is loggin on. thus it has a few IP ranges from which it chooses from. first computer to join gets first IP in pool, then second gets second and things goes on from there !

since an ISP has generally more then 20 000+ users, it usually have something like 300,000 different IP's to choose from. thus you have 1 out of 300,000 chances of getting the same IP as you had last time you logged in !

ok, thing is, CABLE is always plugged in, thus they never change IP. but when you shut down the cable modem, it will have to relog, thus changing your IP adress !
