Cutout the picture you want then press SHIFT +A .

Now you should see a moving border around the pic.

Then press SHIFT+C then this should copy the picture/sprite you wanted then go to the background that you was working and press SHIFT+V.

Then the pic you wanted should be in the background put if I was you I would blend the pic to with the blending options next to the layer panel

Note:Lower the opacity of an image doesnt count as blending =/...
