Here, let me explain. For a little while (impossible to say how long), Chun li has known Charlie. They became very very close, friend-wise, and if it weren't for their jobs and constant moving, they probably would have ended up together. In fact, for a few years during her job, Chun li ended up pretending to be the lover of Charlie. She probably really fancied him; and he was the only one she could/would ever marry in the series.
Sorry to Ryu/Chun li fans, but it'll never happen between the two of them. Chun li, because of Charlies death, is probably going to lead a loverless life, raising an orphanage of children and training them to be good guys.

That is why I feel especially sorry for Chun li there. She probably really did love Charlie; and Charlie probably felt mutual too.
