a ROUTER, since no one told you about it and you seem to be the kind of guy who don't know what it is.
is a little box besides your computer where you can plug your own network on it, it also serves for high speed internet in case ya want it on a home network !

if you see a box other then your internet modem !
then you got a router, it is possible to configure it so you can free ports. if you open them up in your router's firewall... the router won't be anything to bother with again, it will give you internet and the firewall will allow you to host, join games !

but if you are behind a simple software firewall (aka XP one) then just configuring it to free and open the 1626 port would solve the thing !

there are a few things you can try if this isn't what you are best for...

theses are all found in the game int he network tab in the options.
- try playing the game on port 80 or 21 ! (80 is for browsing so its always open. 21 is for FTP so it is always open aswell) 50% of working
-try checking "i am behind a firewall" 10% of working
- try the old connection mode 1% chance of working

that's about it...
