It takes a lot of effort to get it to connect in any of the games that it is in, but it is more than possible. Use cross-ups or mix-ups off of jumping in to get them to freeze up, or buffer it out of an attack, and you can get it to connect a lot. I did that in CvSNK2 all the time.

You can watch some videos that are floating around on the internet to see some nasty setups for it, or even a way to combo INTO IT in SFIII:3S (which is, technically, supposed to be impossible because it shouldn't connect during hit/block stun).
