Nah, he was deserted after The Doomsday Zone when you're playing as Sonic. Remember, after you defeated Robotnik in his giant robot carrying the Emerald, after credits it showed the Metal Robotnik and he rose up from the pile of rubbish.
He then next appeared on Sonic R, and was destroyed in that game.
...For some reason. Anyways, I think that's the history.
