the RD is fine the way it is I dont think they should change a thing.
It's easy to counter if you know what your doing: just wait till there about to do it and send out your helper to block it (as long as it's an offensive helper) or if you using Akuma also just hit him with the fast hadouken and that will block it also (Ryu's hadouken is not strong enough)
Mabey that's just me :laughlong: cause I have no problem with it
