Dan is not, nor will he ever be, a "shoto" (icky icky word...). Nuh uh. He's just Dan Hibiki, the first person to officially get a full name without a lawsuit. Then comes Sakura Kasugano, who is classified as such, but only because her moves derive from that fighting style.
Retsu from SF1, huh? He wasn't an Anatsuken fighter/student, nor was he trained to be one. He is not related to Akuma in any way either. He was just a good friend of Gouken, and that's all. He's a Fallen Monk (explained in a bit) that uses Shorinji Kempo. He's a fallen monk, because he went into the "forbidden techniques". He did beat up Dan once, though, after he was kicked out of Goukens class. Reasons are unknown, but my guess, is that he challenged him to try and get back at Gouken.
If you meant Goutetsu, he's gone.
If you meant Gouken, who IS Akuma's brother, he was killed during SF1 by Akuma. Neither of them were in the game, but they fought "behind the scenes", and the entire battle was witnessed by Gouken's daughter, and Ken made it at the last moment to watch Akuma place that finishing blow on Gouken. Gouken is now dead.
Also, no offence, MasterX. I mean, Sean is a great fighter and all (compared to some ofus, I suppose), but he is weaker than Dan. He has been shown to be getting his butt kicked so often, that Capcom portrays him as a character much weaker than Dan. It's sad, but I think we can trust Capcom's endings, and storylines with him.
