play marve| super heoroes vs street fighter to see him, i don't know the story behind it but cyber akuma is akuma with robotic enhancements. Supossedly he is the worst ending boss in capcom history or something like that

if you beat cyber akuma with dan hibiki i think you get to see cyber dan hibiki not to sure though it's either that or dan hibiki talking to his sister
