Heres a great TIP: Start out with a transparent background...click on filter, render, clouds/difference clouds...then use image, auto level, then levels (to change the color to make it look like electric)...then use some filters on it such as ripple, gaussian blur, then just play around from there..you should come up with a pretty cool background.

Also try using the airbrush tool...makes great effects.
