Personally I think Cyclops is because if you use him just right you can beat any of the fighters in this game. With his 2 deadly supers and his mobility and combinations and super jump he owns all.

GO Cyclops . I know some will say Evil Ryu or Armored Spider or even Wolverine are the best but if you really mastered Cyclops he owns all them.
