giving 2 wins is unacceptable--it would make the ranking system even more unreliable, to the point of total worthlessness. A draw is probably the best way to do it, but with the current coding, i believe that the match is nulled--the winner is the one who submits the score.
Perhaps there could be a system that tracks the number of sync losses each player has (only including those that occur at the end of the 2nd match), with a rating displayed upon challenging an opponent. That way, people could see that they are either very laggy, or cheaters.
