when tmy feels like making another character, he sets a vote to see what everyone wants. the character with the highest votes gets made.

One of the many resons the char. have points on them. Is so you have to learn how to use a Ryu to get the next char. ect. ect. That way some new person can't come into the game and go pick a Sent. then use rocket punch the whole time in a game. It basicly makes you learn skills with other chars.

If you want Wolvierine that bad though, just go fight some "Players." They are mostly easy to beat and always looking for a fight.

But thats just easy 2 beat .......

and also you dont get points for beating a player not sure if you get a win or not.
