SenshukenTaikai.com mentions chargeing forward, back, & down, but does not explain what it means. How do you do these 'charges'?

charges mean you have to keep pressing the button for certain times

like charlie's sonic boom is charge back then forward + lp

then you would push and hold down the back key then after about 2 or 3 second you would release that button and do the rest of the move !

that's what charging is !
