a tough decision, but I pick Shin Gouki

Well the first thing is that Shin Gouki is not in any Street Fighter 3 games. The second thing is that I know people that can beat Gill with Hugo. If it was computer vs. computer I would give it to Gill, because that Angel attack thing is impossible to parry.
