ok,

down forward + 2 punch buttons: shinku hadoken

down back + 2 kick buttons: shinku takumaki senpu kyaku ( super hurricane kick)

i dont know if he has shin shoryu reppa, so just use those.

oh, and you have to be at least at level 1.
