Ok, i just fought this guy... no idea if its a bug, or he has all the style in the world but, well, his charge up bar!!
It was unreal! I would barely get to level one, and he would be on level 2 or 3! And I can attest that, at one point in the fight, i gave him a good few heavy kicks and trips... and all that happened was his bar went up to level one (this is at the beginning) and his health went down... and my bar went up to about 10%!

now, if the game is designed this way, then I might suggest an overhaul of that bit... I mean, what is the point in kicking the molah outta someone with ryu (somewhat more interesting than a fireball fight, hmmm?) if only to discover they get to smack you down with an increadible super!!!

Phew! Ok, enough steam blown off, going to cool down now... ahhhhh...

happens to me once this guy did a hadoken to me and he gained one whole super bar!

same here, but i think it all depends on their connection, on how fast their bar goes up, but im not sure.

well in my opinion i think its either the connection or maybe a bug?

the same thing happened to me too. i got blasted into the next century and my opponent went from level 1 to level 3.correct me if i'm wrong, but is'nt the person getting pummled the one that should be gaing the super bars?

It's not the connection...
Maybe a bug..

But, You should also wanan know this, when you hit your opponent, his Super/Power Bar also goes up, not just yours...

And, If you hit him and he tries to do a couple of moves, his Super/Power Bar wold go wayyy faster than yours..

getting it give you more power in your bar than hitting the opponent ! but instant power bar no way that cannot be possible !

except if it's a bug !
