when i first time looked at the banner i didnt see the pic on it....so try to make the pic more seeable :D

i have to give it a 1/10. Here what you did. Not hard for me to tell. Seen it before i do it but i work on it more. First you did. Filter>render>clouds then go back and click different clouds. After that you click on filter>stylize>find edges and boom that it. Then maybe u did some wave and u press ctrl+u and change the color that it. Play around with the brush. not the filter. Those are for something when ur done using brushes

akuma u are missing one thing. HE used the gradient tool Now u can say boom thats it.
