its when a newspaper or TV news tells some lie to encourage the public and sometimes pressure the gov't to go against something or someone.

thats how the spanish american war started. and now newsweek is tellin a lie how officals in guantanamo bay tore up and flushed the quran down the toilet to force the men to talk.
