If you play Street Fighter Alpha 3, you would know Ken does that for 1 second only to have Ryu throw him off.

if you go into street fighter 3: 3rd strike, then people will say Ken will win because Ken is faster, and people like to bash ryu on the streetfighter.org message board.

Well. In 3rd Strike I beat a Ryu player perfect with Ken by jumping behind them and giving them HP Shoryukens.
