Theoretically, it would work in certain places. Places like bell-air, places like Hollywood, places like beverlley hills. but in rural areas, poor areas, urban areas, and public areas, it will totally flip up their system. My school average is 32% in tests, the cross town school (rooservelt) is 29%. My school has 6500 students, rooservelt has close to 7000. That means 9450 students in east LA will go into blue coller jobs.
