I mean Selvin, do you not understand? It is from 2 seprate games, made into on .gif. Think of it this way, have you ever seen Ryu shoot one that looks quite like that? Nope. I'll tell you who shoots that, Cell Jr. does from Super Bakoduken (or whatever it's called) 2 or 3....
