Its not "scan lines" i think its called digital lines, well not sure.
My cousin mit be a n00b but don't get him wrong. He is pretty right.
I wouldn't dare to throw out a rate over 5 on this one.
DuDe, you don't even have a background.
There is a little of matrix e fect around but thats like 5% of it. All i see is green.
Try out "backgrounds" and use those lines around the freaken tag. Don't just leave the other thing a lone.

ps: not all n00bs think the same way. Even though if you can beat them doesn't mean you how gfx is really done.
