you get the gradient tool when u click on the lil black triangle on the painbucket and it shows u gradient tool and paint bucket and select gradient tool... to make like a background picture u can like jus use filetrs or brushes or u can take a pic u want as a bg and move it down below all the other layers... click and drag the layer, from the layer window, down below all the layers.
