i must agree...
- too basic... (more effects needed)
- characters should be doing TEAMED-UP things... (IE, like doing DOUBLE HADONKENS super)
- The names not too noticable, should above the background, not in it ! (IE, he wroted his name before doing the effects, which results in the name behind those effects !)
with all that in consideration...
5 out of 10
EDIT:
sorry i previously wrote 5 out of 5 which it really was out of TEN !

wanna know how he made it? :)
1. make new file 448 x 97 in photoshop
2. select the colour yellow and select the gradient tool.
3. drag it downards to make a yellow gradient.
4. copy and paste 4 sprites from gamegen.com
5. go to filters, render, and then lens flare. and make it on hands
6. click the text tool and type in the text. then select its colour to red.
tada! now you can make your own banner too.
p.s. sorry abc, the temptation to reveal your PS techniques was too much for me

I rate it 3/10....
The backgrounds are too plain...you keep on doing lens flare....and it's too bright...it hurts my eyes :(

erm...its ok. It doesnt appeal to me all that much. it less blurry then the first one you made, but you still need a lot more practice.
My advice: Try messing around wit the air brush and polygon tool and different filters.
you'll get better eventually.

better... still a lot of things to learn about PAINT PROGRAMS to do better things then that !
here is some BAD point...
- still has lots of UNUSED SPACE, learn to optimize the drawing and use up all the availlable spaces !
- has WHITE colored lines around the character ! (learn to remove those remaining white lines after RIPPING)
- doesn't have your name on it... would be great to have it on !
- effects missing ! (lens flare effects, movements effects adds onto a banner, just don't over use em and try to keep your banner as clear as crystal !)
with all that, you should be able to do something awsome !
just remember...
- must fill all the sheet with something... lines, forms, sprites, just use all the availlable space.
- must use effects a lot, but don't go around doing too much, the picture must still be clear as crystal.
- write up your name on it somewhere (actually that's optionnal, but it does add to the FILL UP SPACE thing)
- always make sure that your sprites appear as they should be... (IE that white line around the chars shouldn't be there !) learn to remove those white lines when they appear !
that's about it... still it is better then the first one !

It's decent . . . still, like everyone's said, it needs more filters.
-background needs more detail
-the sprites are all too evenly spaced out.(Try having the big Ryu pic on the left side like you have it, and cluster the sprites on the right. In the middle, you put your name, but make it funky'n snazzy.)
