I think it is called something like "Chou Kikouken" a.k.a. "Super Kikouken". I am positive about the Kikouken part, but what comes before it is what I don't know...

that is called rising spin kick or super rising spin kick

I've always just run forward then quickly press down forward and any kick to get it--- but I don't know how sometimes when I do this I get her to do it super rising kick?
