well this is a old banner that i just found the url to that .its in my sig
1. BG is not interesting, try doing a different style of BG that can appeal people to like your banner....
2. Border is OK, but doesn't at spice to your banner at all, I reccomend the normal ones everyone does, unless you have experience using polygonal lasso tool, feel free to do whatever BG you do, but the original ones are better.
3. Picture and GIF don't go with the bg at all and that why your tag isn't good, plus trying making a BG where you can blend the sprite in decently...the GIF is totally BLAH.
4 Rating you ask? 4/10
5. Oh yeah and, try better colors than blue and white.....
