its just a gratint efect colorized and with an ugly ryu pic and ryu is blended BAD go Here (http://good-tutroials.com) for better BGs and add a border

by the way how to add boreder?

okay first u duplacate the layer then you goto blending optins
then look down all the way for stroke click don't click the box click the whole thing that says stroke then youll have options
on how you want it to be click the color box and make the border any color you want then click the optins you have outside inside and center click center and make the stroke 1 pix. and click okay and ur done
