well, i'm not the most advanced web designer, but there are rules in web sites !
1 - always make your web sites user friendly, so any visitors can surf easily !
2 - do an user-friendly navigation bar that able the visitor to easily find your web pages !
3 - never do too much, meaning we don't need a picture at about 2 inches and does the whole page !
4 - good colors text must be read easily.
5 - too much color aren't needed ! (an images at all inches in the screen isn't very comfortable and we don't need all those colors to live)
with that in mind i always try a SIDE MENU with a top NEWS section and a MAIN FRAME to display all the pages without losing the menu !
sorry i cannot help you more, i am not that good with web designing. i am more of a programmer then this !
hope it helped ya !

First off, if you don't know HTML, you're going to need a good web editor, in that case... I don't know what's on the market, I've known HTML for years, and don't know the editors out there today.
If you don't know HTML do a web search on free web editors on google or something :)
As for hosting, what website have you selected?
Also, what's the subject of your page?

Like he indirectly said, it depends on the type of website you want to build. HTML is the first web language you would want to learn. As for editors, editors sort of suck to me.
A big help would be some images, like a logo or something. It just depends.

If you asked this question two years ago, I coulda helped you, because I knew HTML like the back of my hand back then. Now, I can't even remember how to make a standard web page.
the best advice i can give u is
1:whatever you do dont use geocities!
2:whatever you do dont use geocities!(and i know that thats the same thing but i think it's important enough to mention twice)
3:untill you learn how to make a site with just html coding try and find a good program to help u make 1 (i'm not sure which is the best cos i've only really used corel web master suite which is okay)
4:make sure that you can still read the text on the background you've chosen since a lot of people seem to use backgrounds that cancel out the text.
5:dont put too many animations into it since they slow down the web page and get realy boring after about a minute.
6:be prepared to spend a long time on your web site especially if you making it with just html.
7:try to make your site nice to look at and try to make it on something that people will actually want to know about

i dont think she is gonna be able 2 use dreamwaver.. in the meantime u can use
frontpage.. way easier 2 use
and yes like mig said dont put anymation (.gif) and NOOO dont use GEOCITIES cuz if u exceed the bandwith they put ur website down..
i havent found a good webhoster since i have 100mb of free webspace and 300 of bandwith per 10mb
and for the pics u can make them thumbnails .. dont just paste the pics there make them smaller and clickable to open in a new window

frontpage is only easier to use because it's more widely known since it's made by microsoft. people get used to frontpage's interface and when they switch to a more advanced thing like dreamweaver, they say it's harder to use because they're more familiar with front page.
dreamweaver is superior to frontpage in everyway. dreamweaver is what professionals use and frontpage is for amateurs. even adobe's Go Live! is better than frontpage.

She should just check out some sites. If she likes one she should right-click her mouse on it and click Show Source. copy and paste the code to Dreamweaver and study it, dont steal it!
and even if shes going to use an editor, get a HTML book. so she can check all the tags and use tags that are not included in dreamweaver(those are actually a lot).
Another option is : Flash. It takes a while to get the hang of it(buy a book(again)), but the result is often very good.

flash is useless unless you use with PS
how can you be so sure of that?
It would help but you can make killer stuff with flash even if you dont have photoshop.

ridiculous, where do you think all the gfx in flash come from? photoshop and 3D studio max of course. flash is only useful for creating dynamic content such as cool menus and interactive stuff. 90% of the graphical parts have to be made in PS. flash can make some gfx, but it's no where nearly as powerful as PS.
