i hit a dude with 99 kicks - Lag sucks

I was chun-li and i hit a guy with the fast kick thingy and i never hit him,. I was also ryu and did like 3 specials and haduken's and didn't hit him at all even though i saw it. I was 1st player today to and it did it again, 2nd or 1st doesn't matter. I am new at this and i am getting mad. It's cool and all but lag sucks.

And I've also hit many many people (did I mention MANY?) with 99 hits, infact I went beyond and nothing happened... especially when im fighting a skilled fighter...

I don't know why, but lag always comes when I fight someone Really good or decent! Why is that? Is it because the other person also moves too muich and does a lot of moves?
