cripes, er...ok:
your game file should read this: C:\X-Men vs. Street Fighter (online)
and all other files should be in here: Xtras, XvsSf.exe, cSpiderman, Cwolverine, Cback2, Prefs, Cchunli, CRyu, CCyclops, CMusic, CSoundsm CHsentinel, COnslaught
got all those in there? (and have 0.7b?)

Ok go to drive C. Then find the folder x men vs street fighter or if you chose another name find that. Then download the program files and put them in the same folder. along with x tras and ####. got that?

Ok if you have copied all the files to your X-mens folder (where ever and what ever you named it)
Check each files name inside the folder..make sure they are named properly.
EXAMPLE #1: cSpiderman.cct
If you saved the files to your hard drive using the "left click"...
then the files will be saved wrong.
EXAMPLE #2: cSpiderman.cct..cct
If they are named wrong...simply rename each .cct file so it follows example #1
EXAMPLE: cRyu.cct, cWolverine.cct, cSentinel.cct, cChunli.cct, etc. etc. etc.
Left click saving is the wrong way to save and will always name the .cct files incorrectly. But will not effect the .exe zip.
Make sure you have ALL the game files...they can be found here. http://projectx.cyberfuturism.com/download.htm
Then double click the .exe zip and extract it to your X-mens folder....after it is unzipped or if you have already unzipped it...fire the XvsSF.exe...and you should be up and running.
Or play the URL version of the game via http://projectx.cyberfuturism.com

Sounds like you got your self some problems.
Here are some solutions...If they dont work..there nothing more "we" can do to help you.
Erase any and all XvsSF D/L files and folder.
Dump your temporary internet files.
Empty your trash.
Defrag your computer.
Press Alt,Ctrl,Delete and "end task" all unnessecary "background programs"
Change your browser setting to "never" search for new versions of stored pages.(your temp internet files folder)
Make sure you have the latest and greatest shockwave program. As well as Internet Explorer 6.0 or better.
Disable any firewalls, or routers you may be running.
Revisit http://projectx.cyberfuturism.com and attempt to load the URL version of the game..With your computer specs it should take maybe 5-10 minutes to load the entire game.
If the URL failes to load...try the D/L version of the game..make sure you get all the files...make sure you follow the "saving instructions" posted on the D/L page.
Umm...I can think of anything else at the moment.
(If I failed to mention anything that will help this guy out...let 'er rip)
IF you preform ALL of the above listed techniques...then you "should" be up and running.
If not...well...your screwed.

One thing has been left out of the way here... MACROMEDIA SHOCKWAVE 8 is probably the wrong version, tho the game is ok, the flash player isn't the right version, as flash isn't retro compatible.
try this...
Go !HERE (http://sdc.shockwave.com/shockwave/download/download.cgi?&P5 Language=English)
and click the INSTALL NOwbutton...
once you downloaded the thing it will install itself, even if you have already a version of the shockwave player.
then erase everything about street fighter online and redownload it to your computer, to a different folder.
then retry getting in, see if it is any better !
another thing might be hapenning here, it may be a problem of you having gotten banned and your account may have been terminated if you had already one... but that' i doubt !
in any case, re-install shocwave and re-install the game !
that's the best you can do !
as for the extension... are your files showing any known extension ?
example, do the TXT extension appears at the end of your text files ?
if no, then you aren't suppose to see some extension, this can be related to the NOSOUL4EVR thing he told you about !
anyway, tell me after all this if it worked
