Alright he said after you have made a banner.
Like for example a dbz one with a Goku on it and a Akuma.
Can you add a picture to it or pictures.
Like another picture that you might think look's awesome.

Do you mean like after you make a banner and then like a few days later you find a pic that you would like on it then could You add it? If this is what your asking then there is a way. When you make a banner/tag/avatar always save it as whatever your using(i.e using PSP7 save it as a .psp or using Adobe Photoshop save it as .psd. By doing this it will allow you to edit the banner.) if you dont do this then simply use your rectangular tool and copy the banner image and paste it on a new background. THen it should allow you to add that pic. I hope i helped.
Oh and if you want Adobe, PSP, Image Ready, or Animation Shop, check Kazaa. You may find something. Good luck :buttrock:

u cant do that . if u have the banner already lets put an example..
lord Chobic.. makes a banner for this guy and he sends it to his email then he saves the pic and starts editing it with photoshop ... he cant fix it because he only has one layer not all the layers that u used 2 make the banner .
the only option is to paste a pic over the banner and fix it with some stuff with photo shop...
