Also, you are always @ lvl 3 in practice.

its the way your connection is done and the way your screen is placed.
1 - playing full screen (1024x768) makes more lag for you since your CPU has more processing to do so it lag in sending keys to the server (via your modem)
2 - packet are made in a way that keys probably doesn't get there in times so your comp has to resend them but in the game you saw part of your move.
3 - in practice your not even sending your keys to the server so you can do everything without any lag cause the game is played on YOUR computer only.
Hmmm... I dunno... these days, a fast CPU should make mince meat of what are fairly easy (2d for goodness sake!) graphics, shouldn't it?
So really, running the game in full screen shouldn't really bung things up too much. The lag is more caused by the action of sending itself, right? Like, packet sgetting lost in transit? And HENCE why does the action of pulling a super in the game take so long? I suspected it was the fact that when playing with lag, the game slows down alot... the result of the lag. SO, when you put your moves in, the times scale for measuring the move is stuffed up... which can cause the move not to register?
Hmmm... someday, I will have the answer!

lobo: what kind of computer have you ?
my spec are:
AMD K6/2 500 on a P1
128mo ram
RivaTNT 16mo AGP
33,6kbps external supraFAXmodem
resolution: 1024x768 (game at default)
and i lag much cause of my modem, but if i put it full screen then it is UNPLAYABLE. this game actually requires a p500 like mine to play, below that is simply unplayable. i tryed a p133 with cable connection and there was nothing i could do except chatting, the intro took forever to play and the practice mode was very very laggy, so YES the screen doe's matter !
other proof, you d/l the game in the first place cause there is a client side, that mean your comp is doing lot more than just showing images !

lobo: the thing is, your loading textures (2d images) that are put on meshes to form a 3D char so basically the 3D is faster drawn than 2D !
and besides, the background of the game makes it like 3D
