you need to have adobe photoshop. or paint....

you can make w/e, you want (if you wanna add pics, go to edit, then insert picture[it has to be on your hard drive, find a few you like, right click on them, and click save as]) then you have to host it. a good hosting site is angelfire (http://www.angelfire.com). I host on there, you can get 50 mb of space for free, unless you wanna pay (not reccommended for banners) then just put it on here!

You can't just post anything that comes off of your computer.....instead you have to have a site host it on their servers...that way anybody can access it from the web...and you can have it in your sig and stuff:P

use the program gimp. get it from www.gimp.org , use www.photobucket.com for hosting.

you can download adobe photoshop from kazaa or go to http://download.com and type photoshop 7.0 but if you download it from download.com you get a trail and if you download it from kazaa. You can use it as long as you want. Another way to get it, is by paying 600.00-800.00(not kidding, this is for real). This is a great site to host banner. http://250free.com. I use that site to host my banner.

if youhave a banner already and u want to host it up. Use to 250free. And click the link when u log into ur account in the 250free. After that a new site will pop out and it should say upload files. and u can upload ur banner
